This is a fun issue from that era where even the serious stuff felt fun. Maybe a lot of stories felt they ultimately lacked consequence. Overall, I love the idea of Acts of Vengeance, and this issue is no exception. In fact, the focus is more villain-on-villain, as Magneto seeks to know if the current Red Skull is indeed the Nazi beast who worked for Hitler, and wishes to exact vengeance if this is indeed the case! I hardly care about Cap fighting the Controller, or that he doesn't even fight Crossbones. Also, does this storyline have a resolution? Who brings all the villains together anyway? We learn the Skull's thoughts on his "allies" and they are not positive. The end of the Mag/Skull story is somewhat of a letdown, but still fun!
