Once I remembered that Black Panther is a legacy character my one concern with this story was aliviated. The first meeting of Cap and Panther, and as it turns out the first time Fury and the Howlers met Cap as well. So set in WW II the Nazis want what you expect from Qakansa, but did not expect Panther, Cap or the Howlers. The only downside is the art which I am not too keen on, colors work for a war story. The story was so strong that I overlooked the art and got all 4.
