A dynamite story. "Rogues Rebellion" is the best of the "Forever Evil" tie-in miniseries. This issue automatically gets a high grade because it really makes the reader care about all of the non-Captain Cold Rogues, which is praiseworthy. However, this issue does get a couple of points knocked off for awkward, inconsistent artwork, which alternates between Hepburn and Coelho.
