A decent story, action packed with a rather twisted ethical message. Which kind of describes the character Amanda Waller herself. This one-shot does do a good job of keeping you interested and wanting to see what comes on the next page, but the problem with it is Waller. I have mixed feelings about the New 52 version of the character. I can imagine her made a lot less bland than what DC has turned her into recently. Beyond that, this one-shot is the best story that you can make with her as the star, so it gets a pretty high grade from me.
