If you read this after reading the solicitation, you are completely stumped. "Amanda Waller's covert war against the United States reaches the boiling point as the Suicide Squad takes the White House!" Besides the cover, this has nothing to do with the story contained in the issue. The story that is in the issue is straightforward and easy to understand, but pretty bad. Almost like the "take the White House" story was changed at the last minute to a hastily written replacement story, but they kept the "take the White House" solict and cover. There's no other word to describe that but terrible.
