The best thing this issue has going for it is all the new characters joining up to form a new Teen Titans in a possible future, but even that has some problems. Some of them probably won't get used again, making this their only appearance. Besides that, the main conflict is between these somewhat forgettable Titans and some new cliche comic bad guys. The art is also distracting because of its old school style (more 90s Valiant than sleek, modern New 52). The cover is the best art of the issue, so enjoy it before opening.
